Hi, this is exactly what we're experiencing. I appreciate the resolution but I'm wondering if the steps you describe need to be done before you press record, or if its for the editing process. thank you!

I do no use the temp folder in the windows directory and redirect it to another drive by updating TEMP and TMP environment variables. The sad thing is, the MS cab self-extractor that is used to update MSE's virus definitions is hard-coded to use WINDOWS\TEMP.

Thanks for this by the way, I had to (re)create the TEMP directory in the WINDOWS folder and updating MSE worked fine once again. I used to download the manual update and extracting the sfx cabinet file with 7-zip because double-clicking the update will still not work without the TEMP dir in WINDOWS.

I am having the same issue. it started a month back and it only impact One Notebook. I have 20 other notebooks in different folders and they are fine.

Tried to delete them manually from both onenote and the folder but with no luck. I think reading other posts looks like the more users access the notebook then more shortcuts are created. Luckily I only have 15 but it could be worse. Dont think Microsoft has any KED or permanent solution to this yet.

Sorry but I honestly don't remember much about this process. I had to do it one time for work, and since I couldn't find previous information about it online, I wrote about it. Please give something a try and feel free to write a comment here to help others in the future though!
